Technology for Good: Improving Healthcare Access in Zhoushan’s Islands

Zhoushan, located off the eastern coast of China, is a city made up of numerous islands. Putuo District, one of its key regions, has nearly 750 islands in total—45 of which are inhabited—with a resident population of around 76,000 people. Notably, almost 40% of residents are over 60 years old, creating an urgent need for reliable healthcare services.

However, among the 16 islands with permanent residents, only 7 have township-level health centers; the rest rely solely on small village clinics. This limited infrastructure has long created challenges for residents, including difficulties accessing medical care, obtaining prescriptions, and securing timely emergency services. The elderly population, in particular, has low health awareness and limited participation in regular check-ups.

How can digital technology bridge the healthcare gap for remote island communities with limited medical resources, an aging population, and fragmented access to government services?

The Solution

In partnership with the Putuo District Government of Zhoushan City, Hyperchain introduced an innovative model that combines mobile medical ships with a comprehensive digital health application.

This solution connects data across seven government and public service entities—including healthcare authorities, market regulators, and charitable aid organizations—covering critical service scenarios such as:

  • Preventive health check-ups
  • Community clinics and visiting doctors
  • Family doctor services
  • Chronic disease management
  • Island-based medicine supply
  • Remote health monitoring
  • Charitable assistance programs

A key feature of the project is a precision aid-matching mechanism powered by privacy-preserving computation. By securely cross-referencing data from multiple departments, the system generates a list of individuals most in need of support. These individuals are then matched with targeted assistance programs through the official charity platform. Blockchain technology further ensures full transparency and traceability of charity funds, building trust and accountability into every step of the process.


Since launch, the program has delivered measurable social impact:

  • Over 4,000 elderly residents have received free health check-ups
  • The local health check-up participation rate among seniors has increased by 18.2%
  • Nearly 7,000 people have benefited from charitable aid programs
  • More than RMB 5 million (approx.USD 700,000) in aid funds have been disbursed with full transparency
