Launched in Chongqing—also known as China's “Mountain City”—the Mountain City Chain is a municipal-level blockchain infrastructure platform that serves as the digital backbone for smart governance. Developed by Hyperchain, the platform enhances data sharing, security, and operational efficiency across government departments, administrative districts, and key industries. Built on the IRS (Integrated Resource Sharing) system, the platform offers convenient, reusable blockchain technology and data services, enabling seamless integration between municipal, provincial, and national blockchain networks. By providing a unified digital foundation, the Mountain City Chain optimizes Chongqing’s existing blockchain infrastructure while fostering interconnectivity with blockchain networks established by national ministries and neighboring regions.
This platform has been instrumental in supporting key smart city applications, including the Housing Provident Fund Information Sharing Consortium Chain, the Non-Custodial Digital Control Platform, and the Enterprise Safety Production Supervision Application. Its impact and technological significance have led to its selection as a pilot project for China’s National Blockchain Innovation Application Initiative.
For example, the Housing Provident Fund Information Sharing Consortium Chain ( a mandatory savings program for housing development in China) previously required citizens to submit a large number of paper documents to withdraw funds, a process that was cumbersome and could take at least two weeks. By connecting the Chongqing Housing Provident Fund Management Center with various commercial banks through this blockchain platform, key data is stored on the blockchain for consensus, enabling real-time, secure, and efficient information sharing between institutions. Now, citizens can simply upload the required documents via a WeChat mini-program, completing the withdrawal process in just a few minutes.
As of 2024, the platform has integrated over 10 commercial banks across the city, processing 3.63 million housing provident fund transactions. Beyond improving citizen services, this platform serves as a benchmark for digital transformation in smart city development, demonstrating how blockchain infrastructure can drive efficiency, security, and interconnectivity in urban governance.
